Abstract The paper assesses the training course on Municipal Health Management – one of the components of the Training National Program for Municipal Managers, carried out in 2001 by the Brazilian Ministry of Health. This article presents the main results of this research, which was coordinated by the Observatory of Human Resources in Health Network, workstation of the Institute of Social Medicine of the State University of Rio de Janeiro (IMS/UERJ). The article also analyzes the need to have a more systematized evaluation of capacity processes in health services and shows the importance of training programs for municipal managers, as they are important forums for discussion and sharing experiences between municipalities, enabling them to plan collective action strategies. The authors highlight that the evaluation has a core importance in improving the performance of policies and activities interrelated with the implementation of programs, and that it should be a permanent activity in all intervention processes.
